Open government was once a simple promise: transparency, participation, accountability. Publish the data. Open the meetings. Consult the public. Report the results. The theory was straightforward, if citizens can see what government is doing and have opportunities to contribute, trust will follow.
But we are no longer governing in an analogue world.
Today, decisions about welfare eligibility, risk assessment, tax compliance, border control, urban planning, and even public communication are increasingly shaped by algorithms. Data systems filter information before ministers see it. Predictive models influence which cases are prioritised. Automated tools help draft policy, screen applications, and allocate resources. In many administrations, artificial intelligence is not a futuristic add-on; it is quietly becoming part of the operating system of the state.
This changes what “open government” must mean.
Transparency is no longer only about publishing budgets or releasing datasets. It is about explaining models. It is about clarifying how data is collected, cleaned, labelled, and interpreted. It is about making algorithmic decision pathways understandable to non-technical audiences. If a system flags a citizen as high-risk or deprioritises their application, open government requires that we can explain why in plain language.
Participation also looks different in an algorithmic environment. Traditionally, public participation meant consultations, surveys, town halls, and written submissions. These mechanisms remain important, but they are increasingly disconnected from the systems where real decisions are shaped. If policy options are filtered or optimised by algorithmic tools before they are publicly debated, participation risks becoming symbolic. Citizens must not only be invited to comment on outcomes; they should have visibility into how automated systems shape the range of options in the first place.
Accountability, too, becomes more complex. When decisions are supported by AI systems, responsibility can blur across vendors, data scientists, policy teams, and political leadership. Open government in this context requires clear lines of institutional accountability. Who approved the model? Who tested it for bias? Who monitors its performance? Who has the authority to pause or withdraw it? Without these answers, algorithmic governance can erode rather than strengthen democratic legitimacy.
Yet it would be a mistake to see algorithms solely as a threat to openness. Properly governed, they can enhance it.
AI systems can help governments process thousands of public submissions and identify recurring themes more accurately than manual coding alone. They can detect geographic or demographic participation gaps and help institutions reach underrepresented communities. They can translate complex policy drafts into accessible summaries and simulate trade-offs so citizens better understand the consequences of different choices. In this sense, algorithms can make government more legible and more responsive if transparency and oversight are built in from the start.
The central issue is design. Algorithms are not neutral tools; they embed assumptions, priorities, and trade-offs. A model trained on historical data may replicate historical inequalities. A system optimised for efficiency may unintentionally marginalise harder-to-measure social outcomes. Open government in the age of algorithms therefore requires upstream governance: ethical procurement standards, bias testing, impact assessments, public documentation, and ongoing evaluation.
It also requires cultural change inside institutions. Policy officers, legal advisers, procurement teams, and senior leaders must develop enough algorithmic literacy to ask the right questions. Not everyone needs to code. But everyone involved in decision-making must understand that delegating authority to a system does not remove political responsibility. Democratic accountability cannot be automated away.
Perhaps most importantly, open government today must recognise that power increasingly operates through infrastructure. When algorithms shape what information is visible, which cases are prioritised, or which risks are considered acceptable, they shape public life. Openness therefore means opening the infrastructure itself, making systems auditable, contestable, and revisable.
The goal is not to slow innovation. Public institutions need better tools to manage complexity. But innovation without transparency undermines trust, and efficiency without accountability weakens legitimacy. The challenge is to build algorithmic systems that are not only technically robust but democratically grounded.
Open government in the age of algorithms is no longer just about opening doors. It is about opening code, opening data practices, opening model assumptions, and opening institutional processes to scrutiny. It is about ensuring that as states become more data-driven, they also become more accountable, more explainable, and more inclusive.
If the next decade of governance will be shaped by algorithms (and it will) then openness must evolve with them. The future of democratic legitimacy depends not on whether governments use AI, but on whether they use it in ways that citizens can understand, question, and ultimately trust.
